Here's an actual gameplay video of the PC version:
Quick Look: Resident Evil 5 (PC) - giantbomb.com Check it out. It looks the same, except of course with the ability to make your frames go way high and all the extra graphical features, and also when using m&k you get an aiming reticule as opposed to the laser sight.

What really matters is the framerate. As you can see, he switched from 30 to 60 to Unlocked. What that means is the number of frames that appear per second. That's how many frames of animation appear during a second. It's been said that the maximum that the human eye can perceive is 60. Some people say it's true, others say it isn't. But with ANY game: 60 is really the best anyone could want. Some people have been able to achieve about 120, but this is extremely high and no game whatsoever would ever demand such insanely high FPS. But, Resident Evil 5 in the console versions are locked at 30FPS, or 30 frames per second, but on the PC it can be unlocked or up to 60. If you pay close attention, you can see a dramatic leap of how smooth everything runs and it'll appear to go faster.
