Thats not considered cheating or manipulating game mechanics so yes its allowed. Everyone can do it if they want. Just takes more skill.

Yes its possible. I checked this morning. When you play against a friend you have like 4 or 5 game types to pick from. This tournament will be using VS RACE. Thats you vs your friend and like 10 other CPU racers on 4 boards.
