So a better thing to do is have it in your first slot with Power Item and perhaps Pokerus, then switch to another pokemon and it gets the full amount of EV's that pokemon can produce (the one you killed). |

Battling Magikarp with the anklet may be the most efficient use but all power items always deliver EVs in the given (anklet/speed bracer/attack etc) stat regardless of what you battle Using power items and battling Magikarp is 1 way of training Little Cup Pokemon and then using EV reducing berries to delete unwanted speed EVs (gained from the Magikarp) Its important that this works because battling low level Magikarp delivers the least experience meaning that you can keep your Pokemon below level 5 (a requirement for Little Cup)

^ What BIM said.
No matter what Pokemon you fight, you always gain the +4 EVs based on the power item you had, excluding the EVs from the pokemon itself... I don't see anything wrong. I am implying the Power Item that increases Speed EVs on the magikarp example (Anklet in this case), but if some don't see that I apologize, since you're the first one... |
