To answer your questions in order:

On Wifi? - Yes.
What Time? - Each round will have a certain amount of time designated to be completed; most likely two to three days since this is a serious sexy tournament.
Who do you fight? - Match ups are determined after registration; users are paired off against each other by the tournament host (this time myself) at random.
If you win, are you allowed to brag? - Yes, although that's not very sportsmen-like of you, is it?

Do you have to use the same character? - No, you can use anyone on the roster that you'd like at any time.
Does anyone agree on the FS item? - This tournament will likely be a no items tournament, but generally even if there are items most users prefer that the smash ball not be among them.
Confuzzled? - Hopefully not anymore.

Registration for this tournament will begin really soon! Anyone that posted their interest in here will automatically be added to the list of participants; let's hope for a great turn out!
