Black dots flying off neighbors?

Ok so I was like walking around my town randomly and I heard like a noise. So I followed it and then saw a black dot jumping. I thought it was like a bug so i tired to catch it but come to find out there were two people that had dots flying off them!
Do u know why and have u ever had this happen to u?

They're fleas that are on your neighbors. If you talk to your neighbors, they'll say that they itch in their normal conversation. Catch them with your net and they'll be extremely happy with you, but don't forget to take one to Blathers for you bug collection in the museum.

Wow, I knew they were fleas but I didn't know you could catch them xP. Lolz.
