GIMP: Pop-Up
How do I make a Pop-Up sig using GIMP?
Whenever I insert a new layer and make it bigger, It gets longer towards the bottom. So its kinda a Pop-Down Sig.

Well, I would start with a canvas as tall prior to your pop out. Then insert the render and work on it. When you're ready to finalize use the marquee tool to cut any parts that seem out of place (objects that shouldn't be pop out) and stroke it so people see it as a pop out. Thats how you do it on Ps. Maybe you'll know which tools to use in Gimp?

Pop-out sigs are hard, as you can't really blend the render in too well.
I would do it like this though: Make the background of a sig as normal, but don't add a render. Go Edit> Copy Visible. Then make a new file and set the height like 100 pix. more than your background. Press Ctrl+V to paste in your background, then drag it down to the bottom (you can zoom in to check you have it in the right place and not a few pixels out). Now paste in your render and stick it where you want it. Delete the Bottom Layer (normally a plain white layer) then save it as a .PNG file.
