Uh--it depends...
I make sigs/avis with SPRITES and on "MS Paint" typically--and I don't have any Photoshop/GIMP-like programs

Oh, I don't know how to make sigs. so I don't know what program it would use. :/ Here is the idea (Vamire Knight theme):

size: 450 X 250

(^ Silver chains border the inside of the sig starting/ ending at the emblem)
